Chichester Board of Selectmen
SELECTMEN’S MINUTES  
December 14, 2004

Chairman Colbert opened the meeting at 6:00PM.

Present:  Chairman Colbert. Selectman DeBold, Selectman MacCleery and Patty Wooster, Administrative Assistant

HIGHLIGHTS:

Fournier Trailer:  The trailer located on the property of Ann Fournier was discussed.  A letter from Mrs. Fournier’s attorney was reviewed and sent to the town attorney, Bart Mayer of Upton & Hatfield.  Mr. Mayer sent a letter stating that he could not take this case as it would be a conflict of interest.  Patty said she used to work with an attorney who’s specialty was zoning and municipal law.  She said she had called him and asked him if he would be interested in the case.  He said he would and that his billing rates are $200.00 per hour.  The Selectmen asked Patty to schedule an appointment with him in the near future.

Selecting an assessing company:  Discussion was made regarding the bids for an assessing company.  After some discussion, Selectman DeBold made a Motion to approve Nyberg and Purvis as the town assessors, for one term (01/01/05-12/31/05) Selectman MacCleery seconded the Motion.  A vote was taken and Selectman DeBold and MacCleery voted to retain Nyberg and Purvis as the Town of Chichester’s assessors.  Chairman Colbert voted nay..

Robinson’s Trailer:  Chairman Colbert stated that he spoke to Mr. Robinson as to what his intent was regarding the trailer.  Mr. Robinson said that he was storing it, but, if someone wanted to purchase the trailer he would sell, or, he may junk it.  Mr. Robinson has no intention of making the trailer permanent.  

The Selectmen reviewed the letters sent by Mr. Wolf and Mrs. Bernard regarding the trailer.  The Selectmen will further discuss this issue at the next meeting.

Christmas Decorations:  Selectman DeBold asked the Board how they felt about putting candles in the windows at the grange.  The Selectmen agreed that the candles would be nice.  Selectman DeBold purchased the candles and has put them in the windows.  He asked the Board if he could be reimbursed for the candles and the Board agreed.

Sergeant Martel:   Sgt. Martell addressed the Board regarding people driving on the playing field of Carpenter Park.  He stated that there are no park gates to prevent people from driving onto the ball field.  The Selectmen will discuss this issue at the next meeting.

HIGHLIGHTS:

The Budget Committee met with the Board and the following departments to discuss the budget:

Police Department
Emergency Management
Conservation Committee
Highway Department
Recreation Department
Planning Board
Board of Adjustments

A suggestion was made by the Budget Committee that the Town should have a pay scale for all Town employees.  Also, the Budget Committee suggested that we call other towns to see what the pay scales are for police officers.

The Selectmen will hold a workshop for their budget on December 20, 2004

The Board and Budget Committee will meet on December 28, 2004 at 8PM.

The Board signed payroll and accounts payable.  

The minutes of December 7, 2004 were approved.     

Legal correspondence, mail and e-mail were reviewed.  

Being no further business   Chairman Colbert adjourned the meeting at 11:15pm.
